If you want killers to hook more than slug...
Why not begin with the small steps, like increasing the carry movement speed of killers? Iirc it's 92% as of writting this, why not increase it to 105%? Then nerf Agitation to something like 8% so it's slightly stronger and still viable to pick.
To compensate the gained distance, you could reduce the base wiggling timer to 14 seconds from 16 seconds so it's faster to wiggle out, with 105% movement speed that would result in pretty much the same carry distance!
A small number of perks would also need to be adjusted to account for the new wiggle timer, but you get the point, I think that would be a great step to making hook transportation a bit better!

They had instant, remote hooking as a feature of 2v8 and people still slugged.

Well.. there you have it? The thing is slugging is the most powerful move in the game. And the only way to secure a win with 4 single hooks. With the right build as the killer it's all you really need to do to win.

I don't know who you're talking to, because this isn't anything I say or imply.
People who slug for valid reasons (lurking flashlights, DS, etc) aren't doing so because of the time sink, and that isn't op's point either.
Killers who slug excessively for the win or to grief will not change their behavior with this change either.
It might be an interesting change to consider, but it won't impact any reason that people slug.

Nothing of this would make any difference, cause nothing of this changes why people slug.
