The best killer for PWYF
Before the rework i would have said Myers. You could farm while stalking, use obsession-addons, one-shots preserve stacks and he needed a chase upgrade badly.
With the rework he got some buffs and nerfs to this playstyle, similar to the old Bubba rework.
Other contenders are other one-shots like Ghostface. Or killer which keep the survivor injured like Legion, Plague or Kaneki.

I have a mean build on Ghostface that's PWYF, Furtive Chase, PWYF, Game Afoot, Corrupt and Drop-Leg Knife Sheath.
I'd say the best fits for PWYF are stealth killers where dropping chase is part of their gameplay. Wraith is a very good contender since he can end chase instantly by cloaking.

Thats an interesting take. Wraith has it also a lot easier to find the obsession and bodyblocking in cloak becomes easier with more speed.
The only problem is the amount you need with two hits, so maybe an exposed-perk is helpful.

Ghostface
He is extremely weak in both controlling and chasing. PWYF is the best chase perk for him, IMO, but you need to play it right and that’s skill related
Plague and Wraith has the easier usage with this perk, but I think it’s better for them having something like Coup instead

definitely a stealth or teleport killer because of the screams you will hear over the mic as fear hits them with dredge jumping out the locker from behind their gen or ghostface peeks from around a corner 99% stalking them then sneaking up real close and slamming them with a 1 shot without a chance of knowing what hit em
