Why did the anti-slug/anti-tunnel changes get reverted, but not the perk changes?

A lot of really fun perks have been completely changed, some becoming damn near useless, because of the changes. But even though the changes themself have been removed, the changes to perks have not!
Tenacity and Off The Record have been changed and are quite literally useless now, despite the feature they were changed to compensate for not being in the game anymore.
Why?? Just bring back the old versions of the perks!

Because screw survivors, I guess.
It's hard to figure any other reason for the basekit shift being reverted only for the killer perks while the survivor perks were left amputated. All the more so when those perks deal with the two things this patch was supposed to address.
