Survivor Hiding/Killer Abandon

I have been playing a little more killer lately and have run into a substantial amount of survivors that just hide for the majority of the game and have been prompted with the Abandon feature each time. 10 minutes of no generators being repaired is fair, at that point, it seems as though the Killer has won and the game is over. The problem is, when the Killer Abandons the match, it counts as Survivors escaping.

What is the thought process behind rewarding maliciously wasting other people's time?
