What reason did they have to nerf Monitor & Abuse?

Please, tell me, because I can't figure out why.

    My guess is that they wanted to be able to buff/nerf the default terror radius of various killers and didn't want Monitor getting out of hand with them- this change did happen around the time they were changing terror radii in general, if I recall. Maybe a bit after?

    While I don't really think it was necessary now, I could see a world where a killer can fairly have a small terror radius by default but Monitor makes it too small to be balanced, or something.

    Since Monitor is largely unchanged for a majority of the roster I'm not that upset about the change.

    Monitor sadly had the "Awakend Awareness" treatment. Some perks are so incredible strong on some Killers that it is not fun.

    Since BHVR don´t want to change perks for some Killers "problematic" perks get nuked.

    The killers who were running M&A were not strong killers. In fact the change to M&A is a buff to stronger killers who have 40m TRs and a nerf to weaker killers who have 24m or 16m TRs.

    I haven't seen a killer run Monitor & Abuse after the nerfs, not even the 40m TR killers like Wesker, Ghoul or Blight. They're always running a slug, full aura or anti gen build, or mix of aura and anti gen.

    Yeah, those killers were definitely running monitor and abuse.

    The 40m killers were never going to run M&A, because they have the ability to catch up easily that the benefits of M&A don't really matter and you would rather a slot a better perk.

    I mean, I wasn't defending it. I straight up said I thought it wasn't necessary.

    Just my guess as to their logic. I could see it being something they'd need to do later on down the line, and the perk's still fundamentally good, so I don't really care either way.

    I think the reasoning was the scrapped Furtive Chase rework.

    The very first version of Furtive was seemingly executed during playtesting for the balancing crime of stacking with Monitor, so BHVR added the "while chasing" description so it wouldn't stack with Monitor.

    BHVR wanted to bring it back for 9.3 and scrap the while chasing thing which was the main reason old Furtive sucked. This meant it stacking with Monitor was back on the table. Both Monitor and the new-old Furtive came with % modifiers to the TR rather than flat numbers. I don't know if these numbers are multiplicative or additive, so maybe I'm wrong, but I think this means unlike flat TR stacking that could easily theoretically reach a 0 TR, that combo would not completely remove the TR.

    Why BHVR were so insistent on doing this instead of implementing something like a minimum TR, or just allowing Killers to reach low TRs considering that it's quite gimmicky compared to just using Undetectable perks, I'm not really sure.

    Same reason Franklin's got nerfed. Or Streetwise changes.

    There was a slight change that had a miniscule impact on the perk (Map, Key and Fog Vial update, new Furtive Chase), so the solution was to destroy the old perk.

    My tinfoil hat theory is that it was nerfed in anticipation of the anti-tunnel changes.

    Because the Haste was changed to Bloodlust, people were able to get a stronger Furtive Chase after each hook. That meant the change to Furtive Chase which could halve your TR. So that meant Monitor was too good apparently.

    Even tho the changes never came, so it got nerfed for the funnies I guess.
