Did They Change How Community Outfits Agreement Works?

Hey I was wondering if they change the rules on how Dbd outfits community outfits are sold. Cause I thought the agreement was that the winner’s outfit be only sold through shards? And here I was seeing Singularity ‘s community outfit being sold for real money as well. Unless I missed something but I don’t remember reading or seeing that. But I will say I haven’t kept up with much news of Dbd. Since I don’t play as much. I only keep up on news when new chapters and updates come out. Well anyway just thought it was weird and interesting.
