How does one play this guy? I keep being told I'll fail if i tunnel people with my frenzy, but how else do i get actual downs?

I can give you an in-depth idea of how to play him which most times work for me. The best way to play The Legion is to not tunnel one person with frenzy each time, but to focus on frenzy chain hitting all the survivors before you focus on the person you want to down.
Most survivors will be in a clump on a gen, so its easy to get a chain hit on two while going after the other two that are either also together or close by. Its easier to do this when Legion has his perk "Discordance" to tell when more than one survivors on a gen, this slows down their progress on gens and prevents gen rushing.
You'll want the following perks to the best legion build possible (in my opinion.)
Nurse's Calling: This paired with the other perk "Thanatophobia" will force most if not all survivors to heal themselves to prevent the slow down percentage. And even if they don't heal themselves it leaves them open for a one hit down and makes it easier to find them.
Thanatophobia: Like stated above, this paired with Nurse's Calling can prove to be a deadly combo with Legion, as it can make tracking hurt survivors fairly easier.
Discordance: This perk ALSO stated above will prevent any gen rushing, as it will give you a audio and aura notification on what gens are being done on by more than one survivor. It can be a tremendous help indeed for all Legion users (or any fast killer like Billy, Nurse, Legion, Etc.)
The last perk will revolve around 3 perks to choose from, because either one of the 3 can usually help with the already existing perks stated above.
This is BBQ for easier aura reading on where to find the next survivor and since Legions a very good bloodpoints farmer it helps boost your total after the match. Sloppy Butcher Is another one that can help slow down healing and make it easier for you to find survivors that're healing with Nurse's Calling while also keeping Thanatophobias ability active to slow down gen production.
And last is Ruin which I don't really recommend on Legion with this perk set up since its kinda of overkill in my opinion, but Ruin can help first time Legion users get the ropes on how to play himm effectively before moving on to the other two perks as a 4th perk opinion.
Personally I use BBQ as my 4th perk opinion, since it helps with Blood points at the end of a match (since hes literally the best farmer killer now.)

This is the worst killer in the game, dont expect to get 4 kills with him unless survivors let u do it.

It's a boring and annoying killer who doesn't require skill at all, just makes matches incredibly longer with his Feral Frenzy power forcing you to mending yourself, go to other one and over and over. You have to tunnel ppl to got at least 1 Kill. Several Legions that I go against always end up Dc'ing the match 'cause of that. And also you can't juke him at all 'cause he can vault pallets and windows like a survivor. That killer needs an urgent rework.

There are a couple of ways to do decent with Legion. How to play him depends on the add ons you plan on running. Frank's Mix Tape paired with anything and you can focus down a survivor with hits. Feral Frenzy stab twice then follow until you are close enough to secure one more feral frenzy hit. That is his strongest add on by far.
Going with something like Stab Wound Study paired with Filthy Blade is quite good too. Get your two feral frenzy hits against a target then purposely drop out of the chase. Use Bloodhound with these add ons to follow the blood trail while still out of chase. Stab Wound Study increase the rate that they bleed out and filthy blade extends the time they have to mend. You will eventually catch up to where they are mending then they will likely just fall to the ground in front of you. If not it would be an easy time catching up and finishing them off.
Those are all very rare add ons though so if you play the character enough your stockpile of those will run out. Most of the other add ons are just 'okay' with smiley pins being worthless. As far as perks go there are actually quite a few decent options. Anything related to injuring survivors works well on Legion. Bloodhound, Sloppy Butcher, Remember Me, and Thanataphobia for example. Monitor & Abuse works especially well with Legion. You get the best of both worlds with that perk. Legion has a smaller terror radius by default when paired with M&A it gets down to 16 meters out of chase. That is small enough to really surprise survivors. But when you are in chase you get the extra terror radius which works great for tracking other survivors with feral frenzy.
Other perks that work well with Legion are ones which help you track survivors such as Nurse's Calling, BBQ, Whispers, Discordance, etc. Perks that slow down generator progress such as Hex: Ruin, Pop Goes the Weasel, Overcharge, etc. Personally, I consider Sloppy Butcher to fall into that category somewhat since if they are healing then they aren't working on generators. And we already established Legion is good at hitting survivors. If you toy around with some of those perks you are bound to find something you like.

I get 4k with him just fine with what I stated above. If you need that cheap crap to get a 4k than you're clearly just bad with him

This comment alone lets me know you're a survivor main and don't know how to actually utilize him at all... Most Legions that do this are either garbage Legions, and or tryhards.

Okay...... so here is the strat..... use frenzy----> apply deep wounds------> get second hit on ssme guy to knock the timer down-----> after cooldown proceed to look down watch the blood and follow scratches---> chase will end and the timer will end causing the survivor to fall----> proceed to do that through out the match---> EZ0

I have seen people use his frenzy to run out right on an injured survivor and then normal hit them down. Otherwise as others have said thanatiphobia is commonly used as easy to injure survivors with him0
