Doctor is one of if not even THE weakest killer in the game if you don't know what you're doing. Not only do you have to mindgame survivors unlike Legion since doctor is extremely loopable but you have to learn perfect timing due to the short stun and optimal shock-spots to counter loops otherwise it's pretty much gg.
Also you need to learn if it makes sense to shock people or not as shocking pointlessly can result in them getting enough distance to reach strong loops that can't be countered with his ability which can cost him the whole game.
Not to mention doctor loses speed in treatment mode (110%) and gets even slower while shocking (???%)
Legion on the other hand doesn't need any skills as his power literally allows you to do what survivors do. You can just jump over windows and pallets like a survivor with increased movement speed (132%) and have a completely removed weapon cooldown from missed attacks granting successful hits in 10 out of 10 cases unless you're drunk and blind. If you're trying to shock survivors at all of the loops, you're doing Doctor wrong. He's like a better version of Pig. He can passively disrupt survivors, and further cause problems for them from a massive range. He's an E-Z Track Oven, and isn't punished even remotely as hard as other killers for breaking a chase if he puts a survivor into Madness 3 first.
His garbage design is miserable to play against, and why he has such a massive disconnect rate.

I forgot to add that you also have to learn which loops can be countered with shocks and which loops can not. Just another aspect that makes him difficult to play efficiently IF you play against good survivors.Eninya said:@Yamaoka said:

His in-game rating is "hard" for a reason. It's almost an insult to compare him to legion in terms of skill requirement.1
