    No, it's more like taking advantage of a mechanic. And if you're good at flashlight saves, you should usually be able to save most of the time.
    But they're going to make it so flashlight dodging is harder to do in the next patch by adding a cool down for dropping survivors after picking them up.

    I heard that it used to be harder to just drop people during a flashlight save but it got bugged out in one of the patches

    Make sure to drop every time you think there might be a flashlight nearby, just to bait them to come out. If no one does, try picking and dropping a few times just to be sure. It can't hurt ^_^
