what is the difference between these two Legion addons??

- Julie's Mix Tape: Slightly decreases the cool-down duration of Feral Frenzy.
- Etched Ruler: Moderately decreases the time required to refill the power gauge.
i get that one says slightly decreases and the other says Moderately but thats not what im asking.
both of these addons seem to do the same thing just worded differently.

Julie’s mix tape reduces the fatigue you get after using your power while etched ruler makes your power recharge faster. Cold dirt/joey’s mix tape are more effective versions of julie’s
