Where can I report a player with video evidence?

Twice now I played this guy back to back and now he's holding my game hostage.

He does this glitch where he stands on this rock for pretty much the whole game where I can't get him. On the second match the hatch was right there too.

I know to report after the game but this guy is a serious a**.

I'm on a ps4 by the way.
