Crazy Perk Idea
At the start of the trail, one random survivor starts the game hooked on a random hook. The hook timer will not regress at that point (will prevent camping). Survivors will need to save one player at the start of the match.

Also, why would you say a survivor gets "robbed" of a hook stage? It's more like "gifted a hook stage". Hooks are good for your health.
