Doesnt it work in terror radius only? I already like to play perma tier3 with dead rabbit on 3gen. Can be fine addition.

Yes it will only affect survivors inside your terror radius, so if you use add-ons / perks that increase your terror radius (you mostly want the increase in tier3 as you mentioned) then you can chain survivors. Kind of like a mini-Legion, but with instadowns.

rahter what would you drop for it, ruin, spirit fury/bamboozle, enduring, nurses. it relys to heavily on the map size to be effective and as it appears bhvr goes the route of making maps bigger
