A simple solution to SURVIVORS holding the game hostage
If they open a gate and wait in the exit for more than 30 seconds they should immediately be paralyzed by the Entity and a giant glowing red aura will appear upon them allowing the Killer to mori them.

Or just have the exit gates close 60 seconds after being opened. Any survivors in the exit area are forced out of the game (escaped); any survivors inside the map have to re-open the gates.
Edit: and give killers a concede option once all the gens have finished.

Sometimes they wait inside to the gate to ensure everyone gets out, killer downs someone so they run out and try and get them.
Better solution is if the gates are opened for x time then provided they're at least x distance away from each other they automatically close after x time. You could also give the survivor inside the gate a timer warning, once inside the gate you have a timer to leave completely before the entity blocks you either temporarily or permanently.
If either of the 2nd options happens then the killer gets to see the persons aura and they get an exposed debuff. This would ensure everyone leaves when they're supposed to while also giving survivors the chance to possibly go try and rescue someone. At least if they'd just gone into the gates and were waiting for last person(s).
The thing that does need to be changed is no matter who opens the gates everyone should get the reward for it. since oftentimes it's a race to get there and ppl will camp while waiting for someone to do the gen solo. This also makes ppl not want to leave and go open the other gate for the points.
IKf you make it so that once 1 gate is opened everyone gets the same points rewards and there's no bonus for opening the other gate you fix some of the waiting game issue. If you also make opening chests and cleansing any remaining totems not possible ie entity blocked you'd also force ppl out.

Just chase them out. Most of the time they do it to just waste your time so other can escape.

Waiting at the exit gates isn't holding the game hostage.
THere is also several situations where you want to make sure your mates are ok before leaving, which is fine, since a lot of overaltruism, especially lategame, can get people killed.

Most of the time they do it to just waste your time so other can escape.This and in most cases I don't deal with teabaggers, but then I also never camp either but I don't know if there's any correlation there or not. when they try and waste my time chasing them out i'll check around the gate and quite often i'll get someone either hit or downed. I sac'd 2 ppl that way last night that were trying that routine, one I downed since they were injured and the other one ran into a trap i'd left in a dark area between trees.
