Does DC even get any punishment/ban/penalty at all?
Seriously, when i'm playing as survivors and every almost game start:
They heard Nurse's screaming? DISCONNECT!
They heard Chainssaw sound? DISCONNECT!
I'm begging you Dev MAKE THIS RAGEQUITTER BANNED already! You also need "rework" those toxic behavior as well if you let this toxic play like this
Stop forcing us to play 1vs3 with 5 gens and Hex:Ruin! This is unplayable!
I can't even play a survivor mode anymore since the new matchmaking is changed

Far as I know, only if they hit whatever threshold BHVR has in place. Aka only if they DC enough does it become a situation in which they receive a ban.
In other words many DCing players can get away with it.

how about this if they dc from the game to many times they will lose all of there perks and there survivors and killers will be at level 1 again.

Since this is a survivor complaining I guess they'll do something. But screw us killers if we decide to voice our displeasure for having matches/people like that, right?
To answer your question though, @Nikkiwhat answered your question perfectly.

There shouldn't be a threshold in the first place there needs to be a punishment system instead for dcing

There should definitely be a threshold because this is a game and people have lives that are unpredictable and take precedence over any game. That said, the threshold does need to be lowered.

It needs to be lowered down to 1

With the new dedicated servers, it will allow them to ban in a amount of time, if a person Dc's, etc.. Cause it wasn't the killer host fault.

1 is too low. Knee-jerk reactions don't make for good decisions.
