Why do killers AND survivors have a wait time?

I’m confused, one side should actually be waiting for the other at any given time right?

    Because the game is matching all 4 survivors plus the killer together at the same time.

    I guess they set a limited amount of lobbies at a time so they can see how many ressources are required once they implement dedicated servers.
