Planned leak?
I literally just found out about the Evil Dead leak that found its way into the game, and came to realize, there were many other leaks from other games like Overwatch that occurred too.
Possibly pre-mediated hype? Though, I can see someone at BHVR messing up by accident and slipping those 3 perks into the update. But it's also weird there's been other several leaks at the same time as this one in other video games.

Well, console users have always complained about how they don't have access to the PTB, and this leak only happened on consoles (maybe just PS4?) and hasn't been patched yet as far as I am aware, so they can go into KYF and play with the new perks.

Well, as a fan of Evil Dead, both the films and the three seasons of the Showtime series, I hope it's a fake leak.
Ash in DbD would be stupid. Ash running around, looping a killer, kneeling in front of generators. Okay, right. That's Ash.
Someone like Ash would be a better fit into a game where the survivors can actually fight back against the Killer. I could not play Ash as someone who only runs around from a killer like a scared rabbit.

Yeah im a fan too and think he is too silly for this game. DBD has a serious tone and this will be the first time (that I know of) we get something silly added into the game.

The perks are literally in the game. Would be an absurd thing for the devs to "fake."
Freddy doesn't talk. Myers grunts when stunned. Amanda doesn't give people a way to escape in the movies. In Texas Chainsaw Franklin is killed by a chainsaw yet Franklin's Demise only works with regular attacks. They should probably delete all those characters because they're inaccurate.

There's a huge difference. The examples you listed are not a huge change to the respective characters' cores.
Ash, just running away from a killer, not using the chainsaw and shotgun to confront them? The man that takes on the Deadites constantly, even when old and out of shape like in the Showtime series? It's just asinine, from a character perspective, to have him in a game like DbD. As I said, as a survivor, he would be much better suited to one of the other games where the killer can be attacked.

Survivor's dont run away from killer's like scared rabbits, they willingly taunt the killer and challenge them in a game of cat and mouse

The Entity can limit what both Survivors and Killers can do in the Fog. That’s why all of the movie Killers work a little differently from their original movies. That’s also why Bill and Tapp don’t have their guns on them, because normally they would shoot whatever’s trying to kill them.
It’s entirely plausible that The Entity isn’t allowing Ash to use his chainsaw or shotgun in the Fog. Therefore, Ash can only run and hide.

Well, to be honest, I never played Left 4 Dead. Since EQ1 launched in 1999, I played mostly MMOs and didn't play shooters, ever, until Overwatch launched in May 2016. Granted, I've played others since then like Paladins, Realm Royale, and now Apex Legends (and still play Overwatch), but never played shooters back when Left 4 Dead was a big thing. It was a shooter, so I never gave it as much as a glance (same as I have zero knowledge about Battlefield or CoD or any of those).
So, I've no inkling whatsoever about what Bill is like as a character. Hell, I didn't even know Bill was from Left 4 Dead at first, until my kid saw him on my Survivor roster screen and pointed it out.
