How does licensed DLC work?

I've wonder this ever since Freddy because of which movie he's based off of which is the Nightmare on Elm St. Remake in 2010. Do the Dev's get to choose which movie they're from for example Leatherface is from the original Texas Chainsaw Massacre from 1974, Michael from the original 1978 film. Also how do you decide on the power, are you limited to what they did in the films? Also was it difficult designing Freddy without him talking, because he's known for his sadistic humor? Thanks

    Presumably, they are only given a licence for cosmetics, so they would most likely go for the cheapest licence available to them, either they just get a licence for any incarnation, however can only use one. Thats my guess anyway.

    As for the power I imagine that's all BHVR and they try keep it true to the respective killer. The only one I imagine the licence holders to have a say in is Pig as the RBT and Boxes also licensed.
