Can you properly play without DLC related perks? (Mainly Killers)
Its just an thing that I was thinking. Most of the useful and good perks are DLC-only, so you will eventually need to buy them because in higher ranks they are almost necessary for the Killers(Like Ruin, BBQ, Ruin, Devour Hope, Monitor & Abuse, Bamboozle). This does not count too much for Survivors because most of the good perks are not DLC, like Adrenaline, Self-Heal, Dead Hard, Sprint Burst, Balanced Landing, Borrowed Time, and so on. No one tells you to buy them, but in higher ranks I feel like everyone uses it and feel the necessity, including youtuber videos that I see and in my own matches.
An very standard good build is: BBQ, Ruin, Spirit Fury and Enduring. 3 of these perks are DLC-only
Of course, you can make your own builds with differents way of playing, If you are an killer main, how would you feel about not being able to use DLC perks?

No. You are garbage tier without DLC perks. And if you want to play any of the lower-tier killers without ruin you might as well shove a screwdriver through your forehead.

Kinda? i'll explain.
For survivors, absolutely.
Selfcare, Sprint Burst, Empathy, Balanced Landing, Andrenaline Burst, iron will, Urban Evasion and bond are all used at higher skill levels, and you can make a decently strong build out of those perks. Probably good enough to get you to Red if you know how to play.
But killers? Kinda. Your only choices for Killer with the base game are Trapper, Wraith, Billy, huntress, and Nurse. 2 out of 5 are the strongest in the game, and can be played without perks if you get the mechanics of being a killer down. and 3 will leave you crying after every match because you don't have the perks they need to work.
Note: ps4 gets hag, and has access to ruin, so they have a better go of it.

Since ruin and BBQ are almost necessary on every killer. No, if you want to get to high ranks you get 2 options, buy hag and leatherface dlc or get really good at nurse.

Yeah, I just purchased every DLC after noticing this. Its ridiculous you need to pay to be able to play.

You've got Nurse's, Whispers, Enduring, NOED and Sloppy Butcher.
you could make it work.
From that you can passably play killer and save up shards for DLC's
