Why hasn't the Vector shirt released?

The Vector shirt for Dwight has been in the files for a very long time (alongside something for Jake if I recall correctly) and I find it really odd that the Merch Store now sells the unreleased (in-game) shirt for Dwight. It seems like a really odd merch choice and just raises the question of why it has been sitting in the files instead of being put into the game.
