What if Boil Over made it harder for the killer to get a hook as quickly

I'm only proposing to make the perk usable by making it harder for thr killer to get the hook. Nothing i suggest makes the wiggle bar progress faster.

ppl dont get it killers have iron grasp or agitation those can counter this buff idea so i dont know why you guys complain
