Phantom player? Spoofing? Can you matchmake as spectator??

twice today someone in end game chat says gg...... except they werent in the game! This isnt kill with friends, i don't believe random matchmaking can have spectators - am I wrong? What's going on?

there is a bug where someone can spectate a public match, I don't recall the details, but it's similar to the multiple killers bug.
