It appears so you can't kick the generator, while they are affected by the perk. It's very annoying if you're running it with pop goes the weasel

    Dunno if that'd be fair for the Survivors if you were just allowed to kick their gens while it's been blocked off, so it seems more like an intentional mechanic, just for balance reasons.
