[Dark Devotion] Description bug

With the 3.0.0 patch, I thought Dark Devotion got a buff, as I thought they removed the cool down. Then I noticed that at all tiers, the timer is the same for the heartbeat transfer. This leads me to believe that this perk description is bugged.
