Does Spine Chill do anything?
It seems like it has too many drawbacks and such a specific trigger that this perk seems nonfunctional, has anyone tried this perk with any notable benefit?

I used to play it all the time. Ironically, it becomes weaker at Tier 3 as you get more "false positives".0

Skill check trigger odds are increased by 10 % with success zones reduced by 10 % and your Repair, Heal and Sabotage speeds are increased by 2/4/6 % (This only applies when being looked at by the killer, which triggers the perk effect)
It is the most useful at tier 3, since 12 and 24 meters (tiers 1 and 2) are within the heart beat range, so you will already know. This is new player friendly perk. But as you gain more knowledge about the game and more experience, you will find it a lack luster perk.
Simply being aware is better than the perk.

but looking at this it doesn't seem any stronger than Prove Myself, I'm just looking at the perk and leveling Tapp and finding that Stake Out does a much better job overall (it charges when the killer is around even before the heartbeat and you don't need line of sight). I just feel like the developers need to clean up most of the general perks since Kindred is the only one ever used.

This perk is absolutely necessary if you want to play stealthy because it let's you know when you are being watched. On a gen and suddenly it lights up? Killer is coming to that gen. Going for an unhook but see it lights up as you approach and doesn't go off? Killer is waiting by that hook. Trying to open a gate without being seen because NOED and Spine Chill lights up? Killer is coming to that gate. Any time you are doing something and Spine Chill procs and stays proc'd, the killer is coming to your position. If you react within the first second of it triggering you can easily just walk away from whatever and hide. It also let's you know when the killer loses you in a chase. When you are being chased it will always be lit. If it's not lit then technically the killer doesn't see you so you can just walk or crouch away. I've baited so many killers to think I'm going to run a loop, only to just simply WALK away, completely away, by keeping my eyes on Spine Chill to know I can't be seen.

Boy let me tell you one of the big draw backs to spine chill is if you run it and the killer is a doctor with unnerving presence those are some hard skill checks because they are 70% smaller3

I find Premonition to be much better.

Spine chill can be great in clutch circumstances. Say if a Killer is carrying a survivor and you need to sabotage a hook before the Killer gets there; You can quickly get it done in time.0

If you hear a heartbeat but SC doesn't proc, not even a flash then chances are the killer isn't actually anywhere near you.
Also skill checks are easy. Unnerving + Overcharge doesn't stop me from doing them. I will just plow through your Ruin by hitting great skill checks. They can make it harder and thus increase the time it takes me to do something, but it's far from difficult. I feel like the only time I even fail skill checks is when I stop doing something right when it pops up and fail it automatically.
