Because there are different timezones you dumbass. Midnight in the States doesnt mean its also midnight everywhere else. Its not hard to understand time itself but when people write EST it becomes a whole different deal.

Okay, with the AM and PM part out of the way, my next question is this.
Is it really still today which is the 5th, or is it tomorrow, which is the 6th as the OFFICIAL cutout time states.
Or, is the 6th release time, specifically for Europe?

Days end at 23:59:59 so today is the 5th. UTC is X hours ahead of your current time zone. Check Google to see. So when UTC hits 00:00:00 which would make it officially the 6th of July, the event starts. So as long as you are in North America it will be the 5th at X time.
You haven't seen PST, EST, GMT? If someone puts a time and EST it means the time is based on Eastern Time, PST is Pacific time. Coordinated Universal Time = UTC
