Its just exp you get for playing the game. It gives no bonus or rewards so dont get to much in to it. It would have been fun to use as a "look at me im level 600" but its kinda 2 years late for that. Pug was devotion within a week. He would be 1000 devotion level already by now if we got this from the start.
I feel they should have done more with it than a lame small green number but hey its something extra in the end.

Basically: Getting shards is now tied to your player level. You gain EXP for playing matches and everytime you level up you get shards. If you get to level 100 you get reset back to level 1 and get a Devotion stage which basically does nothing.
