Question about Ghostfaces license rights?

I won't begin to pretend to understand everything about the licensing rights when it comes to it, but to my understanding, only the mask is copyrighted and the character and outfit are originals.
Does that theoretically mean DbDs Ghostface could get original outfits and mask cosmetics in the future? Or because there's something licensed on the character, it blocks off all future possibilities (without having to ask permission, of course)

He's actually gonna get a new outfit soon. The skin is already in the PTB files. His mask is chrome like and his cloak is darker and longer with white stripes on his sides.
