Since.. forever? You can only lose Bloodlust in three ways;
- Not be in a chase for a few seconds.
- Break a pallet.
- Damage a survivor.

It might allow the Survivor to break chase long enough to reduce Bloodlust, but it doesn't inherently remove it, no.

one tier can be removed right after the stun i guess.

Using a killer power also breaks you out of bloodlust.
