I had assumed that your rate of generating shards would steadily increase to offset the massive costs of things and reward progression through the game.

From what I can tell, not at all, making different levels utterly pointless, and Devotion does nothing instead of giving a shard boost.

So...why even bother changing level XP and shard returns?

Can the number going up make the other number go up better, instead of sometimes worse?

Devotion needs rewards. It takes over 500 games to make it to devotion, btw. And here, you get a number and get to do it all over a g a i n !
