So if you go to to the catalog of a character and you go on filter theres a filter called artifact i just want to know why its there

No one knows. Won't know until 3.3.0, when Archives (hopefully) drop.

Don’t Legacy items show up under Artefact?
Besides that, maybe the Artefact category was only meant to be visible in the dev build of the game to test cosmetics or something and was never removed.

Actually we do know artifact rarity is streamer exclusive stuff right now such as the Diatech Nea tank top is considered said rarity
