Laggy skill checks?

I have been playing the game long enough to notice that most of the time my skill checks move like they are 25 fps even though I can be on settings that make me have 60 fps any one else have a related issue or solution? It's pretty annoying missing great skill checks cause of it

    i also get this issue when i put my graphics to ultra or high, but when i put it on low they don't become laggy, try doing that
