why do shrouds exist?

seriously why do the shroud offerings exist? even when not used you can end up spawning with one two or even all three other survivors sometimes. and i don't mean you can find each other in 10 seconds, i mean you see each other as you spawn in. so whats the point? is it just to guarantee it then?
