Basicaly so killers either always have ruin or noed, not neither nor both.

What is gained by preventing NOED and Ruin from being used together?

Because killers don’t need another perk slot, same for survivors.

Because some people believe that because there is such a large choice of perks it means we should make the games balance even more whacky so people can run all these perks at once, lol.

giving every killer a fifth perk slot wont change the difference in power between all the killers, just exacerbate the issue.
