Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.

When do these changes release, I'm not quite sure, any help would be great

With the next chapter release which hasn't been announced yet.
It may be near the end of next month though going off the previous dates since BHVR announced the 3 month release schedule.

A better question to ask is "How will it work"? I'm less concerned "when".
