Killer Idea: Yoshikage Kira (The Queen) (Don't take this too seriously)
Backstory: See Part 4 of JoJo's Bizarre Advanture, but in short, he's a serial killer that is obsessed with hands with the ability to blow stuff up.
Gameplay: 16/32M Terror Radius, 4.6m/s movement speed (115%), average adult male height. By default, he has a 16 meter terror radius. In base form, he has one ability: Summon Stand. A stand is an often Humaniod being that follows the will of the user. They always have some sort of special ability.
Killer Queen's special ability is to turn anything it touches into a bomb, including people. He can choose how big the explosion is, even to the point where he can cause millions of micro-explosions to simply dissolve something.
Hitting the Summon Stand button will cause Killer Queen to appear floating behind Kira similar to this
Kira cannot attack while the stand is not out. Summoning the stand is instant. Attack animation is Killer Queen doing a karate chop in front of him. Hitting a survivor will apply the bomb-effect. Only one survivor can have this effect. If another survivor is given it, the last survivor loses it. While Killer Queen is active, he gains the ability to attack, and gains 3 abilities. Ability 1 is to remove his stand. Doing so puts him on a 10-second timer where he cannot bring Killer Queen back out. Ability 2 lets him touch a pallet, window or locker with Killer Queen, for how long you get to decide. Doing so highlights that object in purple and gives it a purple aura. Looking at the aura highlights it in a lighter purple. Only Kira can see this aura. Ability 3 lets him blow up whatever he is looking at. This explosion will deal 1 state of damage, apply the broken effect, but it cannot down. How big the explosion is depends on how long you took applying the bomb, with a maximum radius of 4 meters after 15 seconds. If Kira activates this ability while not looking at a locker/pallet/window he trapped and a survivor has the bomb effect, it will blow them up instead, dealing damage to any survivor within a 1-meter radius. This explosion is the same as it is for pallets/lockers/windows. If an explosion occurs near/on a pallet, the pallet will break. If the explosion occurs near a generator, that generator enters the regressing state.
His mori would be punching them to the ground, grabbing their face and dissolving their entire body except for their hand. If the Survivor is female, he will kiss the back of the hand and put it in his pocket. If the Survivor is male, he will throw the hand away.
Perks:
Bites the Dust: One survivor becomes your obsession. Once the last generator is completed, you gain the ability to mori your obsession. Doing so will close any exit gates that are open, set their progress to 75/50/25%, and teleports any survivor inside the exit gates outside of them.
Sheer Heart Attack: One survivor becomes your obsession. Whenever a generator is completed, your obsessions aura is revealed for 10 seconds, and they leave behind 30/40/50% more scratch marks for 15 seconds.
Secret Identity: Pick up survivors 10/15/20% faster for every token you have, default 5. For every survivor that is healthy/injured that is looking at you while picking them up, lose a token. After a survivor is hooked, gain all tokens back.
This wont happen. I don't even have a shred of hope that it will happen. But I thought it would be fun to think about what he would be like if he did get in.

oh boi, you done messed up. If you are hit while crouching (as in, the killer seemingly attacks you hair) You gain a sprint burst of 150% for 3 seconds. Causes 50/40/30 second exhaustion. In addition, the killer is stunned for 2 seconds. You still are injured.

Restoration:
You call your stand, Crazy Diamond. You can go up to a pallet, and immediately break it. this causes a noise notification, but gives you a token. Cleansing a totem also gives a token. Up to 2/3/4 tokens. You can go to any broken pallet (that ain't the killer shack one, for balance) and restore it to a pallet that can be thrown. doing this takes 3/2.5/2 seconds, and costs a token. You can also use 3 to instantly heal someone from dying to healthy.
(I feel it's fair because you have to waste soo many pallets for something only you will use. in fact it's a great you perk, but destroys the team)
(Unnamed Perk):
(Based on in the show where he uses Kira's blood to send the blood to kira in a heart shaped weapon). You can press a special button to make the blood fly back to the original owner, however only one pile of blood per person until the injured survivor is healed again. The blood is floating slightly slower than survivors running. It'll lead back to the injured survivor it came from, this immediately restores 10%/20%/30% of the survivors health back.
Even though it'll obviously be Jotaro and DIO, if there was a JoJo chapter it need the JoJo and villain, so I tried me hardest at Josuke to go with Kira.Never mind, look below.1 -
DIO wouldn't work, as his stand is pretty one-dimensional. It just stops time. And that probably wouldn't be very enjoyable for survivors and a nightmare to balance for the devs. Same deal with King Crimson, how would you even do a time skip. And even if they took characters from parts that aren't animated, they only other option for killer would realistically be Funny Valentine, but that would mean Johnny as the survivor, which just would not work. They wouldn't do Part 1 or 2, Part 3+ is where the series got popular in the west. Josuke and Kira are the only candidates that make sense for a JoJo chapter.
