Why did some DLC’s come with only one side?

I am a big fan of Ash vs Evil Dead and The Texas Chainsaw Massacre (and have not seen Scream, but I’m still wondering,) why did they only get one side? For Bubba, they could’ve had the survivor be Sally, which could’ve explained Franklin’s Demise a bit more understandable, plus it’d be pretty cool to have her cuz she’s the only one that lives. With Ash, it would’ve been great to have a deadite or one of the weird babies that Pablo vomits our in season one. I just thought that it could’ve been a major success

    Because they are simply "extra" and not a whole "chapter" release.

    The Ghostface we got is simply not from the Scream movies which is why there is no survivor with him.

    Ash doesn't really have any specific killer besides deadites and Sally isn't popular enough to be added.

    Would be really nice to get Sidney Prescott tho, the main survivor of all Scream movies.

    They're technically called Paragraph's which is a DLC with just one killer or survivor. Kate was supposed to be with Leatherface but was pushed back because of time constraints
