How to make dying light better

First of all the numbers on this perk aren't too high because it can combo with thanotophobia. So what if thanotophobia would gain a buff to 8% per injured survivor, and it would only affect healing? In this case dying light could get a 1-2% buff per hooked survivor. What do you guys think?

Just buff dying light already. Was 33% and no one did even care bout this value.
