Freddy nerf?

I have a question, isn't adding Oblivious to Freddy an overall nerf?

Effects of Oblivious are 1) not hearing the Terror Radius (which asleep Survivors didn't anyway), 2) not being affected by various effects caused by being inside the Killer's TR (such as Caulrophobia, Unnerving, Infectious).

So by being affected by Oblivious vs Freddy, Survivors can only gain benefits? On the other hand, Oblivious can counter strong meta perks, such as Stake Out and The Pebble. It can't even counter Borrowed Time.

So what are everyone's thoughts?

    It does counter Borrowed Time, assuming that the unhooker is asleep. And Borrowed Time is a lot more common than Caulrophobia/Unnerving/Infectious Fright Freddy.
