Hotfixed Demogorgon will Have a Very Powerful Build
Black Heart + Mew's Guts make the Demogorgon's Shred cooldown 1.75 seconds...
Hotfixed Demogorgon will break pallets by default with his Shred...
This effectively means Demogorgon could break pallets in 1.75 seconds as opposed to the default 2.6, which is nearly a 50% faster break.

With a simple rule of 3
2.6 - 1
1.75 - X
2.6*x= 1.75
X=1.75/2.6
1.75/2.6 = 0.673
Meaning, it's 32.7% faster.

Just like with Billy and LF however, the faster break speed won't mean crap if you don't have the power charged up before the pallet goes down. if not you have to charge it 1 second to use it which adds to the time. So yes, with his power Charged to the point he can use it he has potential with those add-on's to wreck pallets faster than using Brutal Strength + Fire Up, but once survivors realize this, they'll likely adapt to throwing down pallets early enough that you have to charge first and spend 1.75 + 1 (for charge up) = 2.75 seconds breaking the pallet.
When it comes to pallet breaking speed, Demo will be the no. 2 killer with the potential for fastest breaks, but no. 1 will always be Wraith with his Shadow Dance add-on's which reduce breaking speed to 1 second flat without aid of perks like BS or FU. Unlike Wraith however, Demo is always in a damaging mode and doesn't have to go into a passive state to perform the faster breaks, so he'll still be better equipped to get advantage on it.
TL;DR
Demogorgon (like Billy and LF) will only get the faster break speed if the power is already charged up before the pallet is dropped, otherwise he'll be slower than the normal break time on pallets when using Shred.

It's how charges work. DbD's math is all based on charges. You're thinking in very basic math, unrelated to DbD.

The charge system can work anyway it wants. The numbers don't change
Going from 2.6 to 1.75 means an improvement of 32.7%, no charge is gonna change this number, because the 2.6 and 1.75 are independant from said charges
