Okay, again streamers who have 8000 plus hours say it’s not the strongest at exhaustion perk so by your own logic their opinion is stronger than his

Dead Hard is a good perk.
But it's certainly not stronger than Balanced Landing. Balanced Landing is good on most maps, it's only absolutely useless in like one map, and it's ridiculous and downright broken on a good number of maps.

This, sure once in a while you get a map or are working on a gen in an area where BL is no good... but then again there are too many times I didn’t take BL and thought, “man I could be abusing balanced this game.”

BL is still stronger, especially on Haddonfield and Hawkins. DH only really works once to bait a hit but then can be used for distance to get to another window/pallet. BL is mainly stronger because it comes with a passive on top of a Sprint Burst. The negation of fall stagger combined with Sprint Burst is really strong, and downright disgustingly OP on Haddonfield and Hawkins.

On top of all of the other benefits, the fact that DH can be lagged out and I am generally not great with the perk makes a passive perk much better for me. Everyone may differ

In purple and red ranks I'm used to people having deadhard, DS and Borrowed time so... I never do the second hit until they used Dead Hard, not quite useful in high ranks unless you get to go against a low rank killer by poor matchmaking

Quite useless IF survivors don't know how to actually use it in a chase.
