What is all that is known until the time of the halloween event?

We know that there will be one and the skins are cool.
Thats about it really...
Next week is heavily rumored but that sounds a bit early.

I think it will be late, if anything. We have a mid-chapter patch due later this month, and it would surprise me if they plopped something like that in the middle of the Halloween event. My guess is that the patch will come in around the 20th-24th, or possibly a few days earlier (I'm only basing those numbers on previous time between chapters and the corresponding mid-chapter patches) and the event will start soon afterwards.
But as you say, we don't really know anything for sure other than that there is going to be one.

Last year the Halloween event started on the 8th I think. So it might be the same time or a week later.

I think they'll happen concurrently.
Only because i think the devs will believe throwing an event, archives and rifts at people at once would be overwhelming.
Event would be weeks in before mid chapter

That's exactly my point, it would be too much all at once. So I think either the mid-chapter will be significantly delayed until after the event in November, or the event will happen late in the month a week or so after mid-chapter comes out.
