Quick PTB question

I didn't participate in the last PTB because I could honestly give a crap about the Emblem System. My question is: do you start with all of the perks unlocked for every character or do you start from the ground up with nothing? I know that they made a change where if you pick a character that character's exclusive perks are already unlocked and have 3 perk slots available.

    You start out with all the level 1 versions of the perks for all characters but have to gain the other levels of said perks. I believe that is what they said on the Dev stream.

    Your save game will be when the one when PTB has been launched you will start with the 3 character perks on level 1 and with one perk slot

    The PTB uses your current save, so you'll have whatever characters you have in the game at the level you currently have them. For the new DLC characters, from what they said I think they'll give us (just in the PTB) enough Auric Cells to buy them. In which case they will be lv0 and have their 3 teachable perks unlocked at lv1.
