Wraith without add ons is the worst for sure. Super slow even when cloaked, and super visible. At least Legion gets a free hit.

Clown is the weakest killer imo. The ones you listed at least have some form of tracking, mobility, or insta-down potential. Clown has none of those, and his power is lackluster even in chases where it is supposed to shine.

Legion. The 28 Stab wounds meme.
Legion without perks would be like playing a regular killer with no abilities. Just make it so legion's double deep wound hit lowers the timer without his add-ons. Or give him no stun if he ends Frenzy himself. There's unfortunately not much they can do for him.

Wraith hes bad at stealth without addons but it would be easy to. Buff him just make bone clapper part of his base kit and he would be decent

Either Legion or Clown.
Trapper can actually do well at higher ranks, it just requires planning.
Leatherface can do well for similar reasons.
Wraith has some trouble, but can still get the drop on some people.
Clown has only chase potential, but no stalling potential, making him very weak.
Legion cannot down people with their power when every other killer can. This is ludicrous.

he needs some major buffs - not a rework though.
i think his base power can be made very deadly, with the right buffs to it.
here my suggestions:
his chainsaw run is faster. he should start at 110% mms and end at 150% mms.
he should not be slowed down when canceling his chainsaw.
his movement speed wile holding the chainsaw should be 105%
maybe by default a faster charge time aswell.
and the option to cancel your chainsaw run with M1, which will work like when you missed.
im sure there could be more things added, but i cant think of any more right now...
