New killer perk: Tied up

People cant get away from them being tied up. Survivors vault 5%/10%/15% slower. Whenever a survivor fast vaults a window that window is blocked off by the entity for 8/12/16 seconds.

    So instant Bamboozle with no cooldown while also messing with survivor vault speeds? That would make window loops impossible and survivors will constantly get hit when they think they're doing a safe vault. A bit too strong and annoying for survivors, I think.
