Spine Chill is an excellent perk for stealthy playstyles.
Iron Will is also great for avoiding the killer while injured.
Calm Spirit counters Doctor and Infectious Fright.
Distortion is okay, but your stacks might be eaten up for breakfast.
Fixated and Urban Evasion are both great for stealthing away from the killer.
No Mither removes your bloodstains, but you're kinda screwed if you get found. Combine it with Iron Will + Resilience to get gens done faster and also last longer in chase with the faster vault speed (especially with Spine Chill).
Lightweight is an alright perk, but other perks might be more deserving of a slot.
Poised could be good with Sprint Burst so you can stealth away after getting a gen done.
So overall, I'd say Spine Chill + Iron Will + No Mither + Resilience would be great for getting gens done stealthily, but you'll be injured the entire game. The upside to this is that you will have super fast vault speed if you do get found.
A less risky alternative would be Spine Chill + Iron Will + Calm Spirit + Fixated/Urban. Note that Fixated doesn't work when you're injured.
Another interesting build is Spine Chill + Object of Obsession + Distortion + Sprint Burst. Avoid looking at the killer while you're doing a gen until Spine Chill goes off. Then find where they are with Object to activate distortion (which also removes your scratch marks) and Sprint Burst away. The only problem with this is that you can only do this 3 times.

I use Stake Out on most stealth builds, It gives you an alert when the killer is near and helps work through ruin checks.

I used to take Premonition with Lightweight when I used to do a stealthy playstyle. Sure, neither perk is powerful on their own, but if you're certain the killer is coming for you when you get the premonition notification, Lightweight can ensure your tracks are gone by the time the killer reaches where you are.
Distortion is pretty great, it will let you know what aura perks the killer is taking and you will able to play the match out accordingly, if you know they have BBQ, just hide in lockers to avoid losing extra stacks.
Calm spirit is becoming increasingly effective as more perks and killers have effects that include screaming (including Nurse soon). Not alerting crows is just icing on top.
Iron Will creates a false positive to the killer, as they will be more likely to assume you're not around if they can't hear you groaning but know that you're injured.
Poised is kind of dependent on how good your team is, one of my friends takes it because they know we'll work on gens since we all want to make it out together, and if it activates during a chase it's pretty damn effective.

Iron will, urban evasion, spine chill (due to undetectable change), dance with me paired with Lithe or quick and quiet, calm spirit, bond can all do wonders.
Knowing when the killer is coming along with when others are in a chase really helps with stealth play. Not making noise is also a huge factor especially when doing actions or injured it also is great for evading if found.

For me, I like to recommend a few builds with their own explanations.
You can try this, Urban Evasion, Spine Chill/Premonition, Lithe, and Dance with Me.
This perk build focuses more on a stealth + chase breaker style... With Urban Evasion + Spine Chill you can know when a Killer is looking at you and crouch to any nearby structures or tiles away from where you were to avoid them all together.
It's great for if you're on a generator and the Killer is looking and going to that generator. You can know that they're looking at you simply by the increased action speed you'll get when working on the generator, and you can crouch off to a decently close but far structure so the Killer wastes time looking for you around the generator.
But if you decide to use Premonition instead, that also works for what I described above. But instead of the generator repair speed increase, its a momentary audio cue that lets you know the Killer is looking at you within a 45 degree cone within a 36 meter radius... (That's the stats for Premonition at max level)
With Lithe + Dance with me added on top of that, you can use the speed boost to run off to anywhere nearby while also leaving no scratch marks while you're running... Than afterwards once Lithe is over, you can crouch around a rock or what have you to mask which direction you could've run off to...
Or, you can try this perk build out...
You can either use the one above or Balanced Landing, Fixated, Spine Chill, and Object of Obsession.
This perk build centers around distance + awareness vs close quarters + awareness. By that I mean the build focuses on gaining distance outside of the Killers TR to know exactly where they're at all times when OoO is active, and Balanced Landing + Fixated is used to monitor your scratch marks when running + when you jump off a balcony while also giving a speed bonus to your regular walk cycle. It's like Urban Evasion, but a tad bit slower with an added bonus to see your scratch marks when running.
And Spine Chill is for if the Killer is looking at you while you're looking away to avoid showing your OoO at all times.
An interesting build, but its something unique to try out.

For Survivors the best stealth build right now is either:
* Fixated, Urban Evasion, Inner Strength and Spine Chill
or
* Iron Will, Urban Evasion, Bond, Inner Strength
