Killer idea: The Reaper
Based on the book: Scythe
Story:
In the technological future, mankind knew no death, all wiped out with new discoveries in medicine and technology. Allowing oneself to resurrect from the dead. However, overpopulation became an issue and several were chosen to kill others to cull the masses. Robert Goddard was one of the chosen, however his personality was anything normal, for when others chose carefully who they killed and lived a saintly life. He partied constantly and was the master of mass executions. Many tried to stop or depose him, however eventually failed due to his brilliant mind. Though one day during one of his killing sprees, a young disciple killed him and burnt the building he was in to the ground. When the firemen and medics came, nothing was left to collect and any trace of the body was missing...
Killer: The Reaper
Name: Robert Goddard
Movement speed 4.4m/s or 110%
Height: tall
Terror radius: 32m
Appearance: A tall man who is donned with black silk robes so long it brushes the floor. His stride is similar to the plague.
Weapon: Scythe, a long, wooden, handle with a long, shining, blade on the front, he slashes forward like cutting wheat, wiping off the blood with a handkerchief in a single wipe.
Power: Within Shadows
The scythe can place markings on lockers, taking 1s by default.
He can teleport to any marked locker within 20 meters, by teleporting he will lunge for 2.5s. In addition, if any survivors are in that locker they will scream and rush out of the locker.
You can only have up to 7 portals up at a time, and teleporting to a portal removes the mark, survivors cannot see if a locker is marked, lockers follow a cycle, removing the oldest one when a new one if placed.
Teleporting through portals has a 2s cast time that can be canceled and recharges in 30 seconds, starting when you leave the locker. Teleporting will warn every survivor within a 40m range, though is not disurable by range or direction, with a hatch like sound during casting.
Mori: The Reaper will pick up the survivor, throw them up and stab through their body midair, after which he drops the body. After a short bow he moves on.
Perks:
Kiss the Ring:
You are obcessed with one survivor
When the obsession is hooked, all other survivors suffer from the broken status effect (and are injured if they are healthy) for 20/30/40 seconds. If they are not downed or in the downed state when the perk expires, they will lose the broken status effect (and heal to healthy if they were injured by this perk) This has a 120 second cooldown
Do not resist:
When a survivor escapes a chase and is not found after 5 seconds. All vault locations in a 18 meter radius are blocked off by the entity for 10/15/20 seconds. This has a 60 second Cool down
Fearful Realm:
When a survivor is downed, all other survivors get a skill check. Failing the skill check causes them to scream, revealing their aura for 3/4/5 seconds

This is much too weak.
He
- Is slow
- Has a normal terror radius in spite of being slow
- Has a long setup time
- Can only use his power to reach predefined locations
- Has a long cooldown on his power
- Takes several seconds to use his power
- Has an audio cue when you finally do use your power
- Has a short range on his power
TLDR: Far too many limitations for a weak effect.

Pretty much this. He is absurdly weak.
110 Movement with a very weak power.
Think about locker placements for a minute. What happens when he gets a map like Rotten Fields or Pale Rose, or any map that features large open areas. Those maps are just completley barren of lockers, which turns Reaper into essentially a 110% movement speed Killer with basically no power.
Even if he could teleport to ANY Locker and not just once he marked ahead of time he would still be really weak. The time required to set up, long cooldowns, everything is telegraph, ect. ect.
Just everything about this Killer is bad.
As for the Perks:
Kiss the Ring: Probably way too good for high mobility Killers.
Do Not Resist: Interesting idea, though 18 meters is probably too short of a range to be useful.
Fearful Realm: Basically just a worse Infectious Fright.
