Slenderman. How would he work?

I have an idea for a slenderman character. I think he should be a 110 speed killer with slightly larger terror radius. He would have two abilities. One would be an ability that would cause you to move at an increased 135% speed if you are not being looked at.(Not to sure how long this would last. His second ability would be a kind of long ranged lunge were a tentacle shoots out at about 150% speed strait after a quick charge the forces you to stay still. What does everyone think? This is my first post and I know it's not perfect.
