From what I've heard from better killers than me fire up does speed up picking up a survivor, but even a 20% faster pickup on a maybe what...1.5 second action is only .30 seconds shorter.

It normally takes 3 seconds to pickup. Takes 1 second to blind. Fire up will make it roughly half a second faster to pick up so you have to light roughly half a second earlier.
