Perk Ban List Idea
Just spitballing an idea I came up with, and want to see what everyone thinks.
With how polarizing the debate on Hex Ruin is lately, I was thinking about how many popular card games have ban lists or cards with limitations that cycle through periodically depending on the meta. What if, instead of always reworking an arguably great/powerful perk, a ban list was made for them when used with other perks? For example, if using NOED, you can't use Blood Warden with it. If Decisive Strike is taken, a survivor cannot also take Unbreakable. Again these, are just examples, and I'm NOT necessarily saying those combinations are an issue.
IMO this could work well since it's far easier to have a cyclical ban list (seasonal perhaps) of perk combinations as the meta changes, instead of taking a long time to change a perk due to the amount testing/dev discussions required to do so. Overall, it could mean better balance, more frequently.
With the change to Ruin, the devs said it was used in the vast majority of games, thinking that means it needs a change, when if they looked at what ruin was paired with most often, not letting Ruin go together with said perk would definitely lower its use when a killer has to choose between one or the other, then no redo to the perk required. On the contrary, if a pairing of certain survivor perks that promote genrushing can't be used together anymore, then gen completions slow down, and make Ruin used less, thus no change to Ruin required.
What do you guys think? Very curious on your opinions.

it would be too complicated to new players(and for devs they are priority) + explain to newbie you cant use your perk in casual game
real time ban phase wouldnt be solution either (its not competitive game) and majority of community wouldnt want to wait even longer for game (+ ppl would leave during that because his perk was banned)

I see, but I'm not talking about ever straight up not allowing a perk to be used, just a specific perk not being allowed to used with another specific perk. It should have no effect on new players because of the severe lack of perk combinations available to them.

well new players that doesnt have that many perks wouldnt be able to use for example DS and unbreakable (and its not hard to imagine new player that plays bill and found DS in shrine) thats what i mean, ofc ppl that spent crap ton of hours wont feel it because they have tons of other usefull perks (either on surv or killer) but those that went for those 2 perks wont be able to use them and they wont have anything to use other than that
+ it would be painful when new character comes up and you will get crap perks on lvl 50 and you cant use your 2 or 3 good perks because of that rule

The way they do bans for card games and card development, especially like MTG, are way too different to apply here to a game like DBD. Sets for TCG are made years in advance, put under a lot of development, tweaked constantly, and depending on the format only used for a limited amount of time. Not to mention they will have over 100+ cards released, and when they ban one or more they REALLY have to. Because DBD has such a small perk pool, it would be infinitely more devastating to ban a perk, and keep in mind in TCG bans are met with even more uproar that what you're seeing about ruin since the cards themselves are worth money.
THIS is why BHVR changes and tweaks perks. While I don't believe it is done on the same scale that larger companies can do like the Pokemon Company and Wizards of the Coast, they take time and care in their decisions to make these changes to salvage perks and killers rather than scrap them. From what I've seen of the Dev videos and interviews, DBD is meant to show off human behavior and psychology in essentially a small environment. At the same time they have also made a game with a competitive mode, so they are attempting to make the game playable and enjoyable while keeping around the core thought of "a coop horror game, but the killer is human, and no AI will ever be as terrifying as being hunted by a human." The videos on the steam page from the devs are very interesting, and actually understanding the core logic behind what the game is supposed to be helped me with being a better survivor.
With all that said, BHVR is still NOT Wizards or Pokemon Co. They aren't going to have as many people, playtesters, and years of development to make sure that perk combos that may be game breaking never slip through the cracks. Hell, it even happens with big TCG that unexpected game breaking combos happen that weren't noticed / thought up in play testing. I've heard of entire play testing teams getting the can because of mix ups like that. As someone who use to play competitive Magic, seeing the uproar on the forums about ruin just shows to me that no one on here has had to deal with real tweaks or bans for a game. When you have over $200 worth of cards become trash overnight because of a ban, then you can come talk to me. And even then, when those bans happen it is always to the benefit of the player's experience. They just want players to have fun, and not sit here for however much time doing nothing because we are getting steam rolled or watching your opponent do 54728359+ things while you sit on your hands not able to respond / have a counter. BHVR isn't trying to screw anyone, they just want everyone to have a good time. Otherwise they would never do the changes and adjustments they do and we would actually have a one note meta where you would only see the same four perks on every player, every time without fail.
